Zusammenfassung:	PROBLEM TO BE SOLVED: To dynamically adjust a broadcast program to transmit in accordance with viewing situations of the broadcast program and to allow a broadcast program desired by a user to be viewed. SOLUTION: A service providing system determines a transmitter (or a transmitter positioned within a prescribed range from the transmitter broadcasting the broadcast program from the terminal device 50) positioned within a prescribed range from a terminal device 50 on the basis of a variety of information stored by a storage part when a service providing device 100 obtains alarm information from the terminal device 50 which keeps on receiving a broadcast program (a content of the broadcast program) whose receiving situations are bad for a prescribed time or longer, and switches a broadcast program of the determined transmitter.
