Zusammenfassung:PROBLEM TO BE SOLVED: To match the pixel positions of luminances and color differences with a standard format and match the frequency characteristics of the video signals of a top field and a bottom field upon dividing a subband in the vertical direction of an interlace image. SOLUTION: An analysis filter 670 includes a top-field low-frequency analysis filter 610 and a bottom-field low-frequency analysis filter 611 having a filter coefficient obtained by vertically inverting the filter coefficient of the top-field low-frequency analysis filter 610. The analysis filter 670 further includes a top-field high-frequency analysis filter 620 and a bottom-field high-frequency analysis filter 621 having a filter coefficient obtained by vertically inverting the filter coefficient of the top-field high-frequency analysis filter 620.
