SOLUTION: An IFFT point number control unit accepts from a threshold determination unit a PAPR value and a notice indicating that the PAPR value exceeds a predetermined threshold and determines again the number of IFFT points from among a plurality of numbers of IFFT points (e.g., "512", "1,024", "2,048") that are being held as preset numbers, in such a way that the PAPR value does not exceed the predetermined threshold, on the basis of the PAPR value.
