SOLUTION: The raw materials are mixed wetly by using a ball mill using an alumina ball at a mixing step. Ethanol is used as a solvent in this case, for example. The mixing time can be 12-40 hours. When TEOS (tetraethylorthosilicate) is used particularly as a Si raw material, it is easy to mix TEOS uniformly with ethanol since TEOS is liquid at normal temperature.
