Zusammenfassung:PROBLEM TO BE SOLVED: To predict an image having higher quality. SOLUTION: A prediction tap extracting section 30 extracts a prediction tap and a level limit class tap, a peak level direction class tap extracting section 31 extracts a peak level direction class tap, and a waveform class tap extracting section 32 extracts a waveform class tap, respectively. A level component class classifying section 33 classifies a target pixel into any one of a plurality of level component classes based on the peak level direction class tap and the level limit class tap. The waveform pattern class classifying section 34 classifies the target pixel into any one of the plurality of waveform pattern classes based on the waveform class tap. A coefficient ROM 35 outputs a prediction coefficient corresponding to a combination of the level component class of the target pixel and the waveform pattern class of the target pixel.
