Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a winning determining device and a winning determining method, which can guarantee the determination of winning by the set whole number during a lottery period and can reduce a deviation in winning. SOLUTION: The lottery period and the number of winning are stored in a storage part. The stored lottery period is divided by the number of winnings, so as to determine a winnable period per one winning. A winning date is determined based on a random number from the determined winnable period and stored in the storage part. When the lottery is performed, the winning is determined when the performance of the lottery is after the winning date stored in the storage part and the winning concerning the winning date is not determined yet.
