Zusammenfassung: | PROBLEM TO BE SOLVED: To reduce a cooling heating amount required in supercooling, and a heating amount required in melting of ice in heating medium water supplied to a supercooler. SOLUTION: A heat recovery heat exchanger 7 exchanges heat between first cooling water W1, sent from an ice storage tank 5 side to a preheater 6 side, and third cooling water W3, sent from a preheater 6 side to a supercooler 3 side. Since the first cooling water W1 of 0°C is heated to 0.4°C by heat exchange and sent to the preheater 6, the heating amount required for melting the ice in cooling water by the preheater 6 can be reduced. Since the third cooling water W3 of 0.5°C is cooled to temperature of 0.1°C by heat exchange and set to the supercooler 3, the cooling heating value required in supercooling of the cooling water to -2°C can be reduced.
