SOLUTION: The location of a mobile terminal 20 is specified by a mobile terminal location specification means of a monitoring device body 30, and a moving path of each mobile terminal is specified by a moving path specification means by using history information. Since the location of a facility to be commonly used by users is included as arrival location information of a moving path in a plurality of mobile terminals, the location is extracted as a moving path to be changed, and the location of the facility is calculated to reduce the mean moving distances of the moving paths.
