Zusammenfassung:PROBLEM TO BE SOLVED: To provide an insulation layer-forming glass composition and an insulation layer-forming material not substantially containing PbO in its glass composition and having good thermal stability of glass, a low softening point and a coefficient of thermal expansion matched to the shrinkage behavior of a glass substrate or the like. SOLUTION: The insulation layer-forming glass composition comprises, by mol, 31-45% ZnO, 25-45% B2O3, 11-25% SiO2, 0-7% Al2O3, 0-12% Li2O, 1-13% Na2O, 0-10% K2O (Li2O+Na2O+K2O=8-17%) and 0-10% BaO as its glass composition, the molar ratio of Na2O to (Li2O+Na2O+K2O) being 0.2-0.8 and PbO not being substantially contained.
