OPERATION MANAGEMENT SYSTEM

PROBLEM TO BE SOLVED: To provide an operation management system for applying different pieces of operation restriction information to the case where a document is operated by making a reference request to a document managed by a document management device and to the case where a document is operated while the document is downloaded from the document management device. SOLUTION: When the document management device 101 receives a document download request from a client PC 300, it retrieves the document from a database 102, and transmits it to the requesting client PC 300 as an encapsulated document to which an operation restriction by operation restriction information is provided. The document management device 101 registers the correspondence relationship between the operation restriction information and the document in an access ticket management device 200. The access ticket management device 200 issues an access ticket according to the registered correspondence relationship based on an access ticket issuance request from the client PC 300.
