SOLUTION: The oil-containing cosmetic composition comprises (A) a specific polyoxyethylene polyoxypropylene alkyl ether having a branched-chain alkyl group, (B) at least one of a polyoxyethylene alkyl ether phosphoric acid and a salt thereof, and (C) an ester from a hydroxycarboxylic acid and a branched alcohol ester.
