PROBLEM TO BE SOLVED: To perform smoothing processing capable of appropriately remove even the noise close to an edge, without having to increase the circuit scale. SOLUTION: An image signal processing circuit which processes an image signal constituted of a plurality of pixels is provided with: a weighting value calculating part 15a which calculates a difference value with a pixel value of a noticing pixel in each peripheral pixel located around the noticing pixel, and sets a value according to magnitude of the calculated difference value as a weighting value; and a pixel addition part 15b which adds the pixel value in each of the peripheral pixels by the ratio, according to the magnitude of the weighting value set by the weighting value calculating part 15a.
