PROBLEM TO BE SOLVED: To solve the problem, wherein a tag which is in conformity with CIG2 standards causes reduction in communication quality and the speed among readers, partly because the ID common part data has to be created to use the ID shortening function by the tag, which takes time in creating the data so that the ID shorting function is hardly used, and partly because the tag returns all of its own ID information to an ID read command from a reader. SOLUTION: An RFID device connected to a host PC for performing transmission and reception by radio with tags which are attached to an identification object and respectively storing identification information is provided with a host PC control part for controlling data transmission and reception with the host PC, one or both of an invoice storing part for storing invoice data and a past ID read history storing part for storing past read IDs; a common data generating part for generating common part data of an ID on the basis of data of the invoice storing part or the past ID read history storing part; and a reader/writer for controlling signal transmission and reception with the tag, in response to the request from the host PC and the common data generating part.
