A next supply quantity is decided so that a carbonized material 31 produced in the last second step is taken in a next supply molten material. The carbonized material 31 is charged into the rotary kiln 91 after pulverizing, is activated while being stirred by the rotation of a blade 56 and accordingly comes to the activated carbon 22.
