Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a method and an apparatus capable of inexpensively purifying eutrophic water by efficiently recovering phosphoric acid contained therein and also effectively reusing the recovered phosphorus. SOLUTION: The apparatus 12 for recovering the phosphoric acid is packed with double structured fly ash 11 which contains about 3% or more of calcium oxide as a component and makes hollow particle cavity having a hole in a part of its surface contain minute particles. The apparatus 12 is installed out of the system of the water area 15 to be treated to allow the eutrophic water therein to pass through the apparatus 12 to recover the phosphorus acid in the eutrophic water.
