Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an electronic apparatus and a photographing device which can suppress an emission of electromagnetic waves. SOLUTION: A video camera has a panel holding part 2 to be opened and closed with respect to a wiring board 42. An IC chip 41 which generates the electromagnetic wave is packaged on the wiring board 42. In a state that the panel holding part 2 is opened, an electric connection between a grounding pattern 43 and the panel holding part 2 is cut off so that a grounding noise Ng generated from the IC chip 41 does not conduct to the panel holding part 2.
