Zusammenfassung:	PROBLEM TO BE SOLVED: To provide technique capable of suppressing relative position slippage between an electrolyte membrane and a seal part. SOLUTION: A fixed part arranged on an electrolyte membrane and a seal part coming in contact with the fixed part and suppressing a leak of fluid passing through between the seal part and the electrolyte membrane are utilized.
