Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a device efficiently manufacturing hydrate slurry without leaving hydrate on a cooling surface where the hydrate is formed. SOLUTION: In the device for manufacturing the hydrate slurry by cooling water solution containing guest compound for forming the hydrate, an inner cylinder 2 for receiving rotation and driving is arranged in an outer cylinder 1 to form a dual cylinder. The outer cylinder 1 is provided with a water solution accepting part 3 and a hydrate slurry discharging part 4. A hydrate slurry circuit 6 is connected to the water solution accepting part 3 and the hydrate slurry discharging part 4 via an external pump 6A. The inner cylinder 2 is provided with an inflow part 17 and an outflow part 15 of coolant, and a coolant circulation route 18 is connected to the inflow part 17 and the outflow part 15.
