Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a diffusion layer of a fuel cell, a manufacturing method for the diffusion layer of the fuel cell, and the fuel cell capable of enhancing elasticity of the diffusion layer of the fuel cell and improving following performance on expansion and contraction of an electrolyte membrane. SOLUTION: The diffusion layers 31, 41 of a fuel cell are provided by diffusing a reaction fluid used for power generation reaction of a fuel cell, and has a carbon fiber aggregate where numerous carbon fibers are intertwined each other and a water-repellent material with the average molecular weight of one million or below formed by a polymer material existed between carbon fibers.
