SOLUTION: In the case of sending out the tokens inside a hopper by a prescribed number for every token lending operation, an upper limit value detection part and a lower limit value detection part for the tokens inside the hopper are provided, and a fraudulent action is determined when the number of times of the lending operation is smaller than the prescribed number of times to decrease from an upper limit state to a lower limit state.
