Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an electronic watermark embedding device and an electronic watermark embedding method, with which the resistance of an electronic watermark and prevention of quality deterioration are made compatible. SOLUTION: Electronic watermark information with high importance is embedded in a component having strong resistance, and electronic watermark information with low importance is embedded in a component with less influence on the image quality of an image, and as a result, the electronic watermark information embedded in the component with strong resistance is limited to important information. In addition, deterioration of the quality is suppressed more, as compared with the case when all the pieces of information are embedded, and the electronic watermark information with low importance is embedded in a component with less influence on the quality of the image, while the resistance is weak.
