SOLUTION: A surface-emitting device includes a plurality of light sources 12, 12, ... disposed on an identical plane, an optical element 15 having formed thereon a luminance distribution-forming layer 18, and a diffuser means 14 for diffusing light. In the device, assuming that: L represents a distance between the centers of the light sources adjacent to each other (light source distance); H represents a distance from the center of the light source to the optical element in the optical axis direction (optical-axial distance); x represents a moving distance in the direction from a light source to an adjacent light source; represents a front luminance, on the optical element, of the light emitted from the light sources and passed through the optical element; and maxrepresents the maximum value of the front luminance on the optical element, in 1.8≤L/H≤2.3, the front luminance under x=L/2 takes a minimum value 0, and the following formula is satisfied:0.65× max≤ 0≤0.85× max.
