Zusammenfassung:PROBLEM TO BE SOLVED: To provide a technique for performing power saving control in consideration of a convenience of IT equipment. SOLUTION: A management server 200 calculates a convenience related to a return time required until a return from a power saving mode, and controls the power saving mode of a PC 100a. The ups and downs of the convenience are represented by a convenience index. Information for controlling the power saving mode of the PC 100a is generated by a power saving control type generation means 212 by use of plan information 223 wherein the convenience by which operation is performed by time zones is represented by a numerical value of the convenience index, and of a T value table 226 wherein power saving mode start time showing time when the power saving mode is started in each PC 100a and the numerical value of the convenience index are associated. That is, the generated information is formed by information wherein the power saving mode start time and information of the time zone applied with the power saving mode start time are associated.
