Zusammenfassung:	PROBLEM TO BE SOLVED: To realize a flat bag capable of keeping a state of the flat bag when being carried or stored, and being readily changed into a self-standing bag when needed, e.g., when taking out the contents, a flat bag with contents, and a manufacturing method of the flat bag. SOLUTION: The flat bag 1 includes a body portion 10, and a bottom portion 20 folded inwardly in a V-shape, for sealing one of opening portions of the body portion 10. The bottom portion 20 has through-holes in two shoulder portions forming the V-shape, respectively. A first inner face of the body portion contacting with one of the two shoulder portions, and a second inner face of the body portion contacting with the other shoulder portion each has an easy-peeling portion 28 that is peelably heat-sealed via the through-hole.
