Zusammenfassung:PROBLEM TO BE SOLVED: To provide a solid-state electrolytic capacitor which has a small leakage current and whose decrease in electrostatic capacity can be suppressed in a high-temperature storage test, and to provide a manufacturing method thereof. SOLUTION: The solid-state electrolytic capacitor comprises: an anode 3 containing a valve action metal or an alloy thereof; a dielectric layer 4 provided on a surface of the anode 3; a cathode 6 provided on a surface of the dielectric layer; and an exterior resin 8 covering the anode 3, the cathode 6, and the dielectric layer 4. A glass transition temperature (Tgb) of the exterior resin 8 is 0.50 to 0.90 time as large as a maximum glass transition temperature (Tga) [where the exterior resin shows after a heat treatment when the heat treatment (treatment time: 5 hours) is carried out on the exterior resin before curing process at temperatures of 50 to 200°C at intervals of 10°C].
