SOLUTION: The insect repellant is provided by enclosing an inorganic or organic carrier containing a plant essential oil as an active ingredient in a packaging material practically permeating no active ingredient, wherein the packaging material has 0.1-10.0 holes/cm2, which holes have 0.05-2.00 mm hole diameter.
