Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a top emission-type organic EL panel with high reliability which forms no non-light emitting area even if its surface is pushed. SOLUTION: The top emission-type organic EL panel includes: a driving circuit and a pixel which are formed on at least a substrate; an organic EL element composed by stacking a first electrode, an organic EL layer and a second electrode in this order on the pixel portion; and sealing glass placed for protecting the organic EL element with a space wherein irregularities are formed on the whole surface of the sealing glass facing at least the pixel.
