PROBLEM TO BE SOLVED: To provide an exceptional operation processor, a document operation processing system and an exceptional operation processing program, allowing temporary operation of exceptional operation not permitted to electronic information managed based on a security policy by satisfying various conditions. SOLUTION: An exceptional operation approval request to a document set with policy information from a client PC 100 is made to a policy server 200. The policy server 200 decides whether to approve the exceptional operation or not from information of a user or the like, or the document to be operated designated in the exceptional operation approval request, and sets exceptional policy information for permitting the exceptional operation instead of the policy information set to the document when approving it.
