PROBLEM TO BE SOLVED: To fetch bar code information from a remote place by using a Hidden Markov Model (HMM). SOLUTION: An input image photographed by an input device (CCD 103) is stored in an input image buffer 171 of a memory 107 installed on a decode substrate 106. Data stored in an input image buffer 171, an extraction bar code image buffer 172, an extraction featured value buffer 173, and a read-in buffer 174 of the memory 107 are supplied to a bar code region extraction part 151, a featured value extraction part 152, and HMM decode part 153 of a CPU part 105.
