Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a battery state detection device or the like capable of detecting accurately the battery state in consideration of temperature characteristics. SOLUTION: This battery state detection device for detecting the state of a secondary battery 200 includes a memory 60 for storing the first open circuit voltage characteristic showing a relation between an open circuit voltage and a temperature of the secondary battery 200, and the second open circuit voltage characteristic showing a relation between the open circuit voltage and a charging rate of the secondary battery 200. An operation processing part 50 corrects the charging rate of the secondary battery 200 corresponding to an ambient temperature of the secondary battery 200 detected by a temperature detection part 10 based on the first and second open circuit voltage characteristics stored in the memory 60.
