PROBLEM TO BE SOLVED: To provide a cleaning device that has a cleaning blade for removing residual transfer toner on an image carrier, and a lubricant application means for applying a lubricant to the image carrier, the cleaning device preventing toner or residual lubricant from falling from the lubricant application means, accumulating on the cleaning blade in large quantity, and remaining touched with the image carrier. SOLUTION: The cleaning device 6 has an application brush 62 as the lubricant application means disposed above the cleaning blade 61, wherein a fall preventing member 67 for preventing toner or residual lubricant falling from the application brush 62 from further falling onto the cleaning blade 61 is disposed downstream of the cleaning blade 61 and upstream of the application brush 62.
