Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a valve timing adjustment device ensuring starting performance of an internal combustion engine. SOLUTION: The valve timing adjustment device has: an electric motor where motor torque, which is generated by magnetic holding torque and electric current, are generated on a motor shaft; an electric current flow control system as a control section that adjusts the motor torque by controlling electric current flow to the electric motor; and a phase adjustment mechanism that, while transmitting cam torque, which alternately takes positive and negative directions according to rotation of a cam shaft, to the motor shaft, adjusts relative phases between a crankshaft and the cam shaft according to torque balance on the motor shaft. After the internal combustion engine is stopped, the electric current flow control system fades the motor torque that is balanced with magnetic holding torque and the cam torque (S105).
