PROBLEM TO BE SOLVED: To reduce the risk of information leakage by enhancing psychological suppression effects to a user's unauthorized use. SOLUTION: When a user is going to use a classified document in a classified document storage part 10, the propriety of classified document usage by the user is authenticated by an authentication part 22 of a documentation management server 20. When the authentication part 22 authenticates the use of the classified document by the user, the classified document in which user specific information which specifies the user by a digital watermark processing part 23, is embedded as a digital watermark which can be viewed for confirmation is presented to the user.
