PROBLEM TO BE SOLVED: To provide a novel 1,2,3,4-tetrahydroquinoxaline derivative or a salt thereof that bears, as a substituent group, a phenyl group having a sulfonic ester or sulfonamide structure introduced thereinto, and a medicinal composition. SOLUTION: The compound represented by general formula (1) or a salt thereof is useful as a glucocorticoid receptor modulator. In the formula, R1, R2, R3, R4, R5, R6and R7are each a hydrogen atom, a lower alkyl group or the like; W and X are each an oxygen atom, a sulfur atom or the like; Y is a lower alkylene group or the like; Z is an oxygen atom, a sulfur atom, NR9, OCO or OSO2; and R9is a hydrogen atom, a lower alkyl group or the like.
