PROBLEM TO BE SOLVED: To reduce a total line capacity in an entire network by suppressing a packet transfer time from a terminal device to a gateway within a permissible value. SOLUTION: A packet transmitted from a node n-1 is received by a transmission/reception unit 951 and sent from a transmission/reception separating unit 952 to a transmission data amount information detection unit 953. The added transmission data amount information is detected in the transmission data amount information detection unit 953, and the packet is transferred from a transmission/reception separating unit 954 to a backbone network 800. The transmission data amount information detection unit 953 notifies the detected transmission data amount information to an all-node transmission data amount notification unit 955. The all-node transmission data amount notification unit 955 calculates the total of transmission data amounts of all nodes from the transmission data amount from the transmission data amount information detection unit 953 and adds it to a control packet as all-node transmission data amount information.
