PROBLEM TO BE SOLVED: To provide a startup range monitor system inspection testing device capable of measuring a discrete characteristic, a plateau characteristic or the like without exerting an influence on an operation processing function of an operation processing part. SOLUTION: This startup range monitor system inspection testing device is constituted of a neutron flux detector for measuring a neutron flux in a reactor pressure vessel in a reactor, a preamplifier 2 for amplifying an electric signal of a detector output from the neutron flux detector, a pulse system measuring part 4 for processing the electric signal from the preamplifier 2, a discrete voltage setting part 8 for applying a constant voltage to the pulse system measuring part 4, a voltage setting part 9 for applying a voltage to the neutron flux detector, the operation processing part 6 for operating a reactor output of the reactor from an output signal of the pulse system measuring part 4, an output part 7 for outputting a result operated by the operation processing part 6 to the outside, and an inspection test part 10 for setting a voltage of the discrete voltage setting part 8 or the voltage setting part 9.
