Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a lightweight root-preventing panel system having excellent waterproofness and heat-insulating property in addition to sure root-preventing property and capable of inexpensively being produced and applied in greening of rooftop, etc., of a building. SOLUTION: A root-preventing panel 1 is formed by providing a water discharge groove 1a and a connecting groove 1b or an engaging groove 1c in a panel represented by a polystyrene foam heat insulating plate, etc. A rooftop-greening structure is formed by laying a material obtained by connecting root-preventing panels to each other in a horizontal direction on a roof 4 and laying a planting basal plate layer 5 and a plant on the root-preventing panel 1.
