Zusammenfassung:PROBLEM TO BE SOLVED: To provide a process for producing a block copolymer which exhibits an excellent effect of lowering surface tension of liquids with no long-chained perfluoroalkyl groups without using a heavy metal; and a surfactant containing the block copolymer obtained through the production process. SOLUTION: The process comprises polymerizing a monomer represented by a (meth)acrylic ester in the presence of a thiocarbonylthio compound in a system to obtain a polymer and further polymerizing the obtained polymer and a monomer represented by a perfluoroalkyl group-containing (meth)acrylic ester in the absence of a solvent or in the presence of a fluorine-containing solvent, or by polymerizing a monomer represented by a perfluoroalkyl group-containing (meth)acrylic ester in a state where a thiocarbonyl thio compound is present in the system in the absence of a solvent or in the presence of a fluorine-containing solvent to obtain a polymer and further polymerizing the obtained polymer and a monomer represented by a (meth)acrylic ester.
