Zusammenfassung:	PROBLEM TO BE SOLVED: To nestle the fluctuation velocity of target output in a predetermined range in any period of time and reduce the required capacity of a power storing means as compared with conventional methods with respect to smoothing of power supply output in a dispersed power supply system with the power storing means annexed thereto. SOLUTION: Power supply output from a dispersed power supply 1 utilizing natural energy is smoothed through charging/discharging to/from the power storing means 7 and it is output as target output to system power 10. In that case, the target output is so determined that the fluctuation velocity does not exceed a predetermined range.
