Zusammenfassung:	PROBLEM TO BE SOLVED: To surely detect a commercial message included in a television broadcast. SOLUTION: A chapter candidate point detection unit 45 detects a chapter candidate point as a candidate for a chapter point indicating reproduction start time or reproduction end time of a CM based upon at least one of a result of detection by a silent section detection unit 43, a result of detection by a scene change detection unit 41 and a result of detection by a black image detection unit 42. A chapter point determination unit 46 decides whether a television broadcast between chapter candidate points is a CM or a program based upon the chapter candidate points, and determines a chapter candidate point indicative of the reproduction time when one of the CM and program changes to the other among chapter candidate points as a chapter point.
