Zusammenfassung: | PROBLEM TO BE SOLVED: To eliminate congestion by efficiently distributing mobile terminals within a cell, in a state where congestion occurs or the occurrence of congestion is predicted. SOLUTION: When the radio controller (RNC) detects a congestion state where calls are concentrated to a cell and a radio channel is being congested, the RNC detects location information and a moving direction of each of mobile terminals under communicating within the cell that is brought into a congested state, determines from among the mobile terminals under communicating a mobile terminal that can be handed over to a radio base station adjacent to the radio base station in the congested state, and forcibly hands the determined mobile terminal to the radio base station adjacent to the radio base station in the congested state. Since only a mobile terminal communicable with an adjacent cell is conducted to implementation of forcible handover, radio cells can be switched efficiently without waste, and processing loads on the side of radio base stations, cellular system and mobile terminals can be reduced.
