PROBLEM TO BE SOLVED: To stabilize variation in code generation amount per transfer operation. SOLUTION: In every period wherein a plurality of pictures are encoded by selecting as an intra macroblocks a fixed number of macroblock for each area comprising a predetermined number of macroblocks among macroblocks constituting a predetermined picture and changing selection of intra macroblocks each time a picture is encoded, macroblocks constituting a picture are selected once as an intra macroblock to encode macroblocks selected as an intra macroblock as the intra macroblock and other macroblocks in the area as a non-intra macroblock or intra macroblock and then streams begin to be generated by areas.
