PROBLEM TO BE SOLVED: To provide a technique capable of generating and providing information with which various elements are associated according to a situation. SOLUTION: An information processing system 1 includes a server 100 and a plurality of terminals 10-30. Each of the terminals 10-30 acquires element relevant information in which one or more elements belonging to each item, which are included in items of a plurality of elements, are associated, and transmits the element relevant information to the server 100. The server 100 receives the element relevant information from each terminal 10-30, and when one or more terminals contained in the plurality of terminals 10-30 satisfy a specific condition, the server generates, based on one or more pieces of element relevant information received from the one or more terminals, network information in which one or more elements belonging to each item are associated between the items of the plurality of elements.
