Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a skin-bleaching agent excellent in an effect of bleaching the skin and effective for the prevention and treatment of liver spots, freckles or the like and to provide a skin-bleaching product, such as a cosmetic, a food and drink, a feed, and a pharmaceutical, containing the bleaching agent. SOLUTION: The skin bleaching agent contains as an active ingredient, a whey protein hydrolyzate featured by having a molecular weight distribution of a width of 10 kDa or less and a main peak molecular weight of 200 Da to 3 kDa, and an APL (average peptide length) of 2-8, a free amino acid content of 20% or less, and an antigenicity which is 1/10,000 or less of that of β-lactoglobulin.
