Zusammenfassung:PROBLEM TO BE SOLVED: To provide a content list creating device for enabling a content user to use content comfortably without wasting time and the number of packets in acquiring a content list, and to provide a content list creation program. SOLUTION: A storing part 201 stores a content list of content to be distributed to a content reproducing device. A control part 204 measures a communication speed between a content distribution server and a content reproducing device.
