PROBLEM TO BE SOLVED: To reduce time and power which a mobile station spends for handover. SOLUTION: If necessity of handover occurs in the mobil station 300, a center device 100 creates a candidate list of base stations whose possibility of handover is high, based on current position information and past position information of the mobile station 300, and transmits it to a base station NGP-CB1 to which the mobile station is connected before handover. And, the base station NGP-CS1 which receives it, keeps the candidate list, notifies the mobile station 300 of only one candidate station whose priority is high, and the mobile station 300 requests handover to the candidate station. If the request is accepted by the candidate base station, the mobile station performs handover to the candidate base station, or if the request is not accepted, the mobile station acquires information of another candidate base station from the base station NGP-CS1 again, and tries handover.
