SOLUTION: The fuel cell system 10 has a fuel cell 12 and a heater 70 to heat a cooling medium and is provided with a circulation passage 72 to circulate the cooling medium to a cooling medium passage of the fuel cell 12 and a cooling medium flow-rate control device 74. A control part 88 which constitutes the cooling medium flow-rate control device 74 detects the temperature of the cooling medium exit by a temperature sensor 90 and, at the time of low-temperature starting, supplies much more amount of heated cooling medium to the downstream side cooling medium passage portion of the cooling medium passage than the upstream side cooling medium passage portion of the cooling medium passage, and raises the temperature of the downstream side of the reaction gas in concentration.
