Zusammenfassung:PROBLEM TO BE SOLVED: To at least clearly reduce an adverse effect which is applied to a rotation angle measuring instrument, and to further increase the precision in a signal detection by the rotating angle measuring instrument. SOLUTION: At least one of a drum 1 and a drum 2 is equipped with an actual measuring instrument 12 which is arranged to be fixed to the drum. Also, a scanning apparatus 13 which inductively detects the rotating angle position is assigned to the actual measuring instrument 12 under a non-contact way. The scanning apparatus 13, especially, its sensor apparatus is arranged on the second drum 2 in such a manner that the center of the sensor apparatus may be located on the same straight line with the center of the region of the position changeable axial position, e.g., with the center of the turning region of the second drum 2 to the second drum 2.
