Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a composite armor plate and a composite armor using this armor plate, easy in restoring a broken part, while improving protective performance by effectively consuming breaking impact energy of a bullet or a scattering object. SOLUTION: This composite armor plate 1 is provided for absorbing and dispersing kinetic energy from the bullet or the scattering object. The composite armor plate 1 has at least: a pellet layer 2 composed of a plurality of substantially columnar pellets 3 and having a structure of filling a clearance between the respective pellets 3 with a filler 4 lower in hardness than the pellets 3; and a base material layer 10 composed of double layers on an opposite side surface of a surface for receiving impact from the bullet or the scattering object of the pellet layer 2.
