SOLUTION: This melting device Fm1of the incineration ash is constituted: to supply to a melting furnace 5, incineration ash after adjusting a base concentration of the incineration ash to 0.6-1.0 by adding a base concentration adjustment agent to one of the waste Km, an incinerator 3 for incinerating the waste Km, or the incineration ash; to heat and melt the incineration ash supplied into the melting furnace 5 after performing the adjustment of base concentration, at a temperature of 1350°C or more, and; to rapidly cool the molten slag of the molten incineration ash by allowing it to flow down into a water-cooling device 6.
